Disrupt Empire bug and suggestions
Currently when your spies steal credits, you get around 200-250 credits regardless of how many credits your opponent has. That means you can steal 200 credits even if your opponent is nearly broke (your opponent just goes to 0 credits and you get your 200). One idea to fix this would be to steal a % of your opponent's total credits in the bank (maybe randomly 20-40%, or maybe a formula where the % declines with larger bank accounts?). Not sure how to think about money that is currently being used to bid on a leader.

Separate point: what do you think about breaking "disrupt empire" into two separate focuses: "steal credits" and "disrupt research?" Unlike the other focuses, the use cases for those two are completely different depending on the build of your opponent, your cash needs, whether you are in a bidding war on a leader, whether you're hoping to prevent the opponent from researching a key technology, etc. Let's say you want one of those but not the other -- currently you're only getting a 40% chance (assuming chance of stealing credits / disrupting research is even, and assuming you select disrupt empire as your one area of focus with 80% likelihood). Makes it tough use as a strategy with such a low % likelihood of getting what you want.
